Stewart Electrical Contracting (SEC), founded in 1983 by Master Electrician, Frank R. Stewart, is New England’s leading full-service Electrical Contractor, providing custom solutions for over 42 years. SEC is a 36-person operation, led by 3 Master Electricians with 108 combined years of electrical experience. SEC is licensed to operate in all 6 New England states: MA, NH, ME, VT, CT, & RI.
As an NECA‑IBEW electrical contractor, we have access to highly qualified, safe and experienced manpower from IBEW Local 103. Stewart Electrical is comprised of 3 Divisions:

ELEVATOR MODERNIZATION (Electrical, Fire Alarm, HVAC, General Contracting)

FRANK R. STEWART, Founder, President & CEO of Stewart Electrical Contracting, Inc. received his Journeyman Electrician License in 1983 and his Massachusetts Master Electrician License in 1997 followed by his Masters in New Hampshire, Maine, and Vermont.
Frank founded Stewart Electrical Contracting when he was only 19 years old. With over 46 years of experience in the industry, he now leads a 35-person operation, one of New England’s premier, full-service Electrical Contracting businesses.
Frank Stewart is committed to excellence, quality workmanship, and professionalism on every project. He prides himself on delivering all work on time and within budget, using state-of-the-art equipment and the latest energy-efficient technologies. Frank has an outstanding reputation in the field—earning him a multitude of loyal, long-term clients.
In 2023, Stewart Electrical celebrated 40 years in business!
Frank was the recipient of the 2017 "Christian Worker Recognition Award" from St. Joseph the Worker's Shrine for "demonstrating Christian values in the workplace". He donated numerous hours, labor, equipment, and materials over the several years, including the installation of LED lighting, security systems and HVAC at the Shrine.
Stewart Electrical Contracting, Inc. has been selected for the “2019 Best of Lowell Award” in the Electrical Contractors category by the Lowell Award Program.
Named the “Best Electrician” by Industry Oversight Report in 2021.

COLBY K. BRUCE

VICE PRESIDENT
COLBY K. BRUCE has been with Stewart Electrical Contracting since 2004, working his way up from being an Apprentice Electrician to Operations Manager. In July 2025, Colby was promoted to Vice President.
He is a Greater Lowell Vocational School graduate, attending Peterson School in Woburn, MA for his Journeyman, Masters Electrician & Continuing Education coursework. A Licensed Master Electrician in 5 States: MA, NH, ME, CT, and Vermont, Colby became a Journeyman Electrician in Rhode Island in 2023. He possesses 26 years of expertise in the electrical contracting industry and became a member of Local 103 IBEW at the May 17, 2022 swearing in ceremony in Dorchester, MA.
In 2023, Colby Bruce was honored to be invited by the NECA to the Bell Cohort of the Innovation Institute. (August 2023 - August 2024). Each of these 10 recognized national leaders within the electrical construction industry have already achieved considerable career impact within their organizations. Through the advocacy of their executive teams, they have been identified as the innovators of tomorrow. They are strategic, inquisitive, and capable of achieving the highest ranks as pioneers and visionaries for the future of construction.

Paul has been an integral part of Stewart Electric since 2010, starting as a Field Technician and quickly earning his way up to Lead Foreman, then Utility Field Operations Manager in 2022. Throughout his journey, Paul has consistently demonstrated outstanding leadership, technical expertise, and a deep commitment to excellence.
In his new role as General Manager, Paul will oversee all six divisions of our company. He will be responsible for aligning teams across departments, coordinating inter-division operations, and ensuring seamless integration of procedures and standards—ultimately enhancing the quality and consistency of service our clients have come to expect.

JOSÉ L. MORALES
UTILITY FIELD OPERATIONS MANAGER
Please join us in congratulating José L. Morales on his well-earned promotion to Utility Field Operations Manager of Stewart Electrical Contracting, Inc.!
José has been an integral part of Stewart Electric since 2024 as Procurement Manager where he skillfully oversaw company wide procurement activity across 5 trade divisions; Electrical, Utility, HVAC, Carpentry, Fire Alarm. In this role, he achieved impressive cost-efficiency and savings, strategic vendor consolidation, bulk purchasing, and competitive bidding.
Throughout his journey, José has consistently demonstrated outstanding leadership, teamwork, negotiating skills, project management, and a deep commitment to excellence.
In his new role as Utility Field Operations Manager, José will oversee all Utility Field Operations. During his tenure as Senior Operations Manager at Comcast, José managed over 75 broadband technicians and seven supervisors across Greater Boston, serving 170,000+ customers. His proactive management reduced network outages and repeat service calls, while increasing productivity and customer service satisfaction. José’s early career with Comcast—spanning quality control, escalation support, and field supervision—provided a strong technical foundation that supports his data-driven approach to leadership and process improvement.
A PMI Certified Agile Practitioner (ACP) with formal training in IT Network Administration, José combines strategic insight with technical expertise to align business objectives, drive compliance, and strengthen operational performance. His leadership style emphasizes employee development, coaching, and collaboration to achieve sustainable success. José’s experience and education are proving to be most valuable to SEC’s Utility operations.

JASON A. JENNINGS
BUSINESS DEVELOPMENT MANAGER
Please join us welcoming Jason Jennings to Stewart Electrical Contracting, Inc. as Business Development Manager!
Jason possesses 9 years of Sales and Sales Management expertise in the Elevator Modernization industry with Otis Elevator and Delta Beckwith Elevator. He has a Bachelor of Science from Purdue University (Sales Management / Communications) and a Master in Business Administration from Ohio University (Sales Leadership).
Jason joined SEC in September of 2024 and has been a great addition to the team. He demonstrates amazing teamwork, focus, perseverance, and dedication in his work. His commitment, sacrifice, hard work and willingness to go above and beyond had paid off. He excels in delivering outstanding customer service and building strong client relationships.
We see nothing but great growth potential with Jason at the helm—as he develops many more millions in new Elevator Modernization projects!

LEAD FOREMAN, ELEVATOR MODERNIZATION
CHARLIE DUCHAINE joined Stewart Electrical Contracting in 2021. As the Lead Foreman for Elevator Modernization, he oversees a team of 12 in the Elevator Modernization Division.
Charlie studied Electrical at Greater Lawrence Technical High School and attended Martin Electrical & Technical School in Norwood, MA for his Master Electrician coursework.
A Licensed Master Electrician in 6 States: MA, NH, ME, CT, RI, and Vermont. He possesses 36 years of expertise in the electrical contracting industry.
Charlie became a member of Local 103 IBEW at the May 17, 2022 swearing in ceremony in Dorchester, MA.
Prior to Stewart Electrical Contracting, Charlie worked at various electrical shops specializing in commercial and industrial electrical work.

JOSEPH M. STEWART, MSF

FINANCE & PROPERTY MANAGER
JOSEPH M. STEWART is the son of Owner, Frank R. Stewart. He manages the Financial & Real Estate Operations for Stewart Electrical Contracting, FJS Realty, and Stewart Realty Trust since 2016.
Joseph is passionate about financial management for small businesses and carries the spirit of entrepreneurship. He is a practical, strategic thinker and draws from experience in the residential and commercial real estate industries, retail management, small business accounting, and outside sales positions.
Joseph studied Business Management and Finance at Suffolk University in Boston. He graduated Summa Cum Laude from his Undergraduate Bachelors of Science in Business Administration (BSBA) degree program and earned his graduate Master of Science in Finance (MSF) degree; an inductee into the Beta Sigma Gamma business honor society.
Joseph specializes in small business financial consulting and property management services. He works with small corporations, proprietors, and Non-Profit organizations.
